2026 John Marshall Fellows
Dominic Bayer is a law clerk for Judge Paul B. Matey of the United States Court of Appeals for the Third Circuit. Before this, Dominic was a litigation associate at Taft in Cincinnati and clerked for Judge John B. Nalbandian on the U.S. Court of Appeals for the Sixth Circuit. Dominic received his J.D. from Northwestern University’s Pritzker School of Law, where he was involved with the school’s Federalist Society and Law Students for Life. Dominic earned his B.A. in economics and political science from Northwestern University, where he was an active member in the school’s College Republicans, Political Union, and Students for Life.
David J. Brown serves as Counsel to the Deputy Attorney General at the Department of Justice. He previously served in the Department of Justice’s Office of Legislative Affairs, where he worked on congressional oversight and national security matters. His experience spans all three branches of the federal government, including at the Department of Justice, on the Senate and House Judiciary Committees, and as a judicial intern to Judge Lawrence VanDyke of the U.S. Court of Appeals for the Ninth Circuit. He received his J.D. from The George Washington University Law School and his B.S. in Economics from Florida State University.
Sean Conway serves as Associate Counsel to Senator Ted Cruz on the Senate Judiciary Committee. He is a 2025 graduate of the University of Chicago Law School, where he was President of the St. Thomas More Society, and held leadership positions with the Federalist Society and the Edmund Burke Society. Sean will clerk for the Honorable Drew B. Tipton of the U.S. District Court for the Southern District of Texas and the Honorable Barbara Lagoa of the U.S. Court of Appeals for the Eleventh Circuit. He holds a B.A. in economics and history from Northwestern University.
Meagan Corser is a law clerk for the Honorable James P. Sullivan of the Supreme Court of Texas. She will next clerk for the Honorable Emil Bove of the U.S. Court of Appeals for the Third Circuit. Before clerking, Meagan served as a Coleman Fellow in the Office of the Solicitor General of Texas. She received her J.D. from Texas A&M School of Law, where she was Publications Editor for the Texas A&M Law Review and Submissions Editor for the Journal of Law and Civil Governance at Texas A&M. She graduated summa cum laude from Texas A&M University–Commerce with a B.A. degree in business.
Tim Dahms is a law clerk for the Honorable John K. Bush of the U.S. Court of Appeals for the Sixth Circuit. Previously, he clerked for the Honorable Lee P. Rudofsky of the U.S. District Court for the Eastern District of Arkansas. Tim graduated cum laude from Harvard Law School in 2024. At Harvard Law, Tim was the President of the Harvard Space Law Society, a research assistant for Visiting Professor Edward K. Cheng, and an Executive Editor for the Harvard Journal of Law & Public Policy. Upon completion of his clerkship, he will be joining the Washington, D.C. office of Kirkland & Ellis LLP. Tim received his B.S. in Poultry Science and Agribusiness from the University of Arkansas, where he graduated with distinction.
Michael Froedge is a law clerk to the Honorable Edith Brown Clement of the U.S. Court of Appeals for the Fifth Circuit. Previously, he clerked for the Honorable Matthew P. Brookman of the United States District Court for the Southern District of Indiana and the Honorable Mark S. Massa of the Indiana Supreme Court. Michael received his J.D., cum laude, from Indiana University Maurer School of Law in Bloomington, where he served as president of the Federalist Society. While at Maurer, he interned for the Honorable John K. Bush of the U.S. Court of Appeals for the Sixth Circuit, former Indiana Solicitor General Thomas M. Fisher, and the Honorable James Patrick Hanlon of the United States District Court for the Southern District of Indiana. A lifelong Hoosier, Michael grew up in New Castle, Indiana, and attended DePauw University, where he earned his B.A., cum laude, in political science.
Cameron Grinnell graduated from Notre Dame Law School in May of 2026 and will clerk for the Honorable Terry A. Doughty of the U.S. District Court for the Western District of Louisiana beginning this summer, before clerking for the Honorable Cory T. Wilson of the U.S. Court of Appeals for the Fifth Circuit thereafter. Previously, he graduated first in class from Gordon College with degrees in political science, biblical studies, and economics. Cam also attended the University of St Andrews in Scotland, receiving a master’s degree in analytic and exegetical theology. At Notre Dame, Cam served as the Executive Online Editor for Volume 101 of the Notre Dame Law Review, a research assistant for Professor Nicole Stelle Garnett, and a student fellow in the Law School’s Education Law Project and the Lindsay and Matt Moroun Religious Liberty Clinic. He was an associate at Jones Day in New York City in the summer of 2025 and at the Manhattan Institute for Policy Research in his final year of law school.
Eric Heigis is an attorney with the Texas Public Policy Foundation’s litigation arm, the Center for the American Future. He litigates cases involving administrative law, individual rights, and structural limits on government power. Prior to joining TPPF he served in various roles on Capitol Hill, including as an intern for Senator Ted Cruz, Legislative Assistant for Representative Dave Brat, Legislative Director for Representative Mark Meadows, and General Counsel for Senator Ted Budd. He will soon begin clerking for the Honorable Brantley Starr on the U.S. District Court for the Northern District of Texas. He will then clerk for the Honorable James Ho on the U.S. Court of Appeals for the Fifth Circuit in 2027.
Eric received his B.A. from American University and J.D., magna cum laude, from the Georgetown University Law Center. He was selected as a Bradley Scholar at the Georgetown Center for the Constitution and served as Executive Editor of the Georgetown Journal of Law and Public Policy. Eric is a pilot and certificated flight instructor, and in his free time he enjoys finding new fly-in destinations to visit with his wife.
Trevor Kehrer is a law clerk to the Honorable S. Chad Meredith of the United States District Court for the Eastern District of Kentucky. He previously served as a law clerk to the Honorable Jonathan A. Kobes of the U.S. Court of Appeals for the Eighth Circuit during the 2020-2021 term and will soon serve the Honorable Kobes again as a temporary law clerk. Trevor was selected to become a James Wilson Fellow in 2021 and graduated from the University of Chicago Law School in 2020, where he received the Ann Watson Barber Outstanding Service Award. During law school, Trevor was Executive Comments Editor for the Chicago Journal of International Law, worked as a research assistant for Professor Will Baude and Professor Tom Ginsburg, and served as a judicial extern to the Honorable Sandra Segal Ikuta of the U.S. Court of Appeals for the Ninth Circuit. Trevor holds a B.A. in Political Science from the University of Southern California, where he graduated summa cum laude and received the Order of Troy.
Jake McDonald is a law clerk for the Honorable Benjamin Beaton of the U.S. District Court for the Western District of Kentucky. He will also clerk for the Honorable Robert Luck of the U.S. Court of Appeals for the Eleventh Circuit. A native of Pensacola, Florida, he received his J.D. from Yale Law School in 2025, where he served as President of the Yale Federalist Society and as a research assistant to Professors Jed Rubenfeld, Robert Post, and Dan Kahan. Prior to law school, he earned his B.S. and M.A. in Economics from The University of Alabama, where he tutored student-athletes and worked as an Honors Intern at the Federal Bureau of Investigation. He is also a Blackstone Fellow and served as a Blackstone Mentor with Alliance Defending Freedom.
Jason Muehlhoff is the Chief Deputy Solicitor General for the State of Florida, where he helps manage the civil appellate docket for the office. Before this, Jason was an appellate associate in the Dallas office of Gibson, Dunn & Crutcher. He previously served as a law clerk for the Honorable Lawrence VanDyke of the U.S. Court of Appeals for the Ninth Circuit.
Jason graduated with Honors from Harvard Law School in 2021. While in law school, he served as the Articles Chair of the Harvard Journal of Law & Public Policy and was on the Executive Advisory Council for the Federalist Society. He earned his B.A. in Arts degree with highest honors from Biola University in 2016, where he studied Political Science and Theology.
George Muirhead currently serves as the Assistant Solicitor General of Alabama. He attended Stanford Law School where he was Vice President of the Student Association and research assistant for Professor Michael McConnell. During Law School, George was a student attorney in the Religious Liberty Clinic and was a Student Fellow at the Hoover Institution. George holds a B.A., summa cum laude, in Political Science from the University of Pittsburgh.
Zach Schultz received his J.D. from the University of Pennsylvania Law School in 2026. He will clerk for the Honorable Kyle Duncan of the U.S. Court of Appeals for the Fifth Circuit, and then for the Honorable Aileen Cannon of the U.S. District Court for the Southern District of Florida. During law school, Zach served as a law clerk for the White House Counsel’s Office, for the Associate Attorney General’s Office at the U.S. Department of Justice, and for the Attorney General’s Office at the Louisiana Department of Justice. Zach interned for the Honorable William J. Crain of the Supreme Court of Louisiana and for the Honorable Christian N. Weiler of the U.S. Tax Court. He was a 2025 summer associate at Weil, Gotshal & Manges LLP in New York. At Penn, Zach served as a representative on the Appointments Committee, as an Editor of the University of Pennsylvania Journal of Constitutional Law, as an Executive Editor of the Penn Program on Regulation’s Regulatory Review. Zach also served as the Vice President of Events and Director of Communications for the Penn Federalist Society and as an Executive Editor of the Harvard Journal of Law & Public Policy. Before matriculating at Penn, Zach worked on the staff of U.S. Senator Bill Cassidy, M.D., and interned for Republican Whip Steve Scalise. He received his B.A., magna cum laude, from Tulane University, where he was inducted into Phi Beta Kappa.
Kaitlyn Turner will soon begin clerking for the Honorable Eric C. Tung of the U.S. Court of Appeals for the Ninth Circuit, followed by a clerkship with the Honorable Roy K. Altman of the U.S. District Court for the Southern District of Florida. She is a 2026 graduate of Yale Law School, where she served as Vice President of Membership of the Federalist Society, Executive Editor of the Yale Journal on Regulation, and Executive Managing Editor of the Yale Law and Policy Review. Kaitlyn holds a dual B.A. of Science from the University of California, Berkeley, graduating with honors and distinction.
