Public health gun-control activists are getting palpatations over District of Columbia v. Heller, now before the U.S. Supreme Court, writes Dr. Timothy Wheeler, head of the Claremont Institute's Doctors for Responsible Gun Ownership.  The only Second Amendment case to come before the court in nearly 70 years will soon settle the question of whether that amendment affirms an individual right to own guns.
