In grappling with the problems of state and local government today we must never forget the ideas that have produced our crises-the century-old Progressive revolution that sought to replace the Constitution of limited government with an unlimited and unelected bureaucratic state. Its success can be seen in many sectors of public life today but most clearly in our local governments. Local liberty can be restored only through a return to the Founding-a truth applicable to American public life at all its levels, national, state, and local.
