The suits hold government officials personally liable for violating the constitutional rights of their employees. The impetus for the story was last week's jury verdict holding California Superintendent of Public Education Delaine Eastin personally liable for $1.4 million in compensatory and punitive damages for her role in firing a whistleblower who had uncovered fraud in the California Department of Education's disbursement of federal grants.
